Keith Holland

Keith is a Devon based entrepreneur who has successfully started and run several businesses. He has more than two decades of operational and hands-on management experience in the utility business and has developed a keen understanding of organisations requiring a first class service with a timely effective, along with clear and precise consultancy advice on their traffic management needs.

Keith gained the lion's share of his traffic management experience whilst working as DMA Manager on Thames and Southern Water contracts for 15 years. During this period he arranged Planning and Permit Notices with a number of Councils and TFL whilst also arranging the traffic management for key areas in and around London and Kent.

In 2010, recognising that there was an ever-growing demand for Traffic Management within London, from Transport for London and the local authorities and similar organisations for this type of service, Keith and his business partner, Tony Penycate created Keiton Ltd.

Keith is a respected Traffic management technician and has gained the highest qualifications in Lantra.

Tony Penycate

Tony is a Traffic Management specialist. On finishing full-time education he entered the family business of erecting safety fencing and crash barriers. In order to carry out this work the company were soon installing their own traffic management systems and subsequently offered this as an independent service.
He then worked for Ringway Group installing traffic management on high-speed roads and motorways. Tony then joined the London Borough of Hammersmith & Fulham in a supervisory role overseeing traffic management services and arranging the day to day running of both the internal workforce and external subcontractors. Following this experience, he joined London Borough of Lambeth as traffic management co-ordinator which involved designing traffic management schemes, drafting traffic orders, carrying out inspections and liaising with other local authorities, TFL, the emergency services and other relevant stakeholders. 

It was while working in London in 2009 that Tony met his business partner Keith Holland and with the arrival of the permit scheme, they both anticipated a niche opportunity in the market for a company supplying traffic management. Keiton Limited was formed in 2010 to take advantage of Keith and Tony's joint experience and was instantly able to offer easy to read, high-quality drawings to the exacting standards that the local authorities and TFL required. TML is a natural progression of Keiton Limited.
